			<content:encoded><![CDATA[<p><img hspace="10"  align="right"  class="alignright size-full wp-image-3411"  title="Korea International Circuit"  src="http://www.f1buzz.net/wp-content/uploads/2009/09/korea_international_circuit.png"  alt="Korea International Circuit"  width="260"  height="204"   style="float:right; text-align:right; margin-left:10px;"/>Along with the Renault verdict, the FIA also slipped out a couple of small but important pieces of information in a <a href="http://fia.com/en-GB/mediacentre/pressreleases/wmsc/2009/Pages/wmsc_210909a.aspx" >press release</a> on Monday.</p>
<p>Firstly, the 2010 Formula One calendar has been announced.  And it&#8217;s big.  There will be 19 races next year!</p>
<p>As well as a welcome return to Canada in June, October will see the inaugural Korean Grand Prix to be held at the Korean International Circuit.  Located some 400 kilometres from Seoul and designed by Hermann Tilke (who else?) the semi-permanent track will be built partly along the harbourside.  Will it be another Monaco or Valencia?</p>
<p>Brazil takes over the final race again in November and Bahrain moves to the season opener on 14 March.  Here is the full calendar:</p>

<p><em>*Subject to the completion of contract negotiations with Formula One Management. If these are not completed then the Turkish Grand Prix will be moved to 6 June. </em></p>
<p><strong>Note: </strong>The race in Australia will start at 1700 local time, in Malaysia at 1600 local time, in Singapore at 2000 local time, and in Abu Dhabi at 1700 local time.</p>
<p>The second little detail was the fact that teams will be permitted to modify engines to achieve performance parity — but only by <em>de</em>tuning.  This seems a crazy idea that goes completely against the spirit of Formula One.</p>
<p>It would mean that Mercedes (who clearly have the best engine at the moment) would have to knock off 20-30hp of performance so that the Toyota and Cosworth (based on a 2006 design) engines could be competitive.</p>
<p>It will now be up to the teams to decide whether they want to go down this route.  The FIA have washed their hands of the matter:</p>

However, no engine upgrades will be allowed.</p></blockquote>
<p>I would rather see the engines stay as they are than be purposely made to go slower.</p>

			<content:encoded><![CDATA[<p><img hspace="10"  align="right"  class="alignright size-medium wp-image-1894"  title="Renault"  src="http://www.f1buzz.net/wp-content/uploads/2009/05/renault-300x195.png"  alt="Renault"  width="300"  height="195"   style="float:right; text-align:right; margin-left:10px;"/>The World Motor Sport Council met in Paris today to decide Renault&#8217;s punishment for asking Nelson Piquet Jr to deliberately crash during the 2008 Singapore Grand Prix.</p>
<p>They got off pretty lightly, I think.</p>
<p>Even though the FIA thinks that &#8220;offences of this severity merit permanent disqualification from the FIA Formula One World Championship&#8221;, that penalty was suspended for two years.  All Renault had to do was admit it was wrong, say sorry and sack the people responsible.  Oh, and make a &#8220;significant contribution to FIA safety-related projects.&#8221;</p>
<p>So, no fines, no loss of constructors points and no real ban for the team.  I suppose it is understandable.  After the loss of Honda and BMW, the FIA will do just about anything to prevent any more constructors pulling out of Formula One.  If Renault were to be forced out it would also negatively impact teams like Red Bull who are engine customers.</p>
<p>But if Renault as a team were let off lightly, the FIA really threw the book at Flavio Briatore and Pat Symonds.</p>
<p>Briatore got, in effect, a lifetime ban from professional motor sport:</p>
<blockquote  style="background:#F4F5F7 url(http://www.f1buzz.net/wp-content/themes/inove/img/blockquote.gif) 3px 3px no-repeat; border:1px dashed #CCC; padding:8px 12px 8px 36px; margin:5px 0;background:#F4F5F7 url(http://www.f1buzz.net/wp-content/themes/inove/img/blockquote.gif) 3px 3px no-repeat; border:1px dashed #CCC; padding:8px 12px 8px 36px; margin:5px 0;"><p>for an unlimited period, the FIA does not intend to sanction any International Event, Championship, Cup, Trophy, Challenge or Series involving Mr. Briatore in any capacity whatsoever, or grant any license to any Team or other entity engaging Mr. Briatore in any capacity whatsoever. It also hereby instructs all officials present at FIA-sanctioned events not to permit Mr. Briatore access to any areas under the FIA’s jurisdiction.  Furthermore, it does not intend to renew any Superlicence granted to any driver who is associated (through a management contract or otherwise) with Mr. Briatore, or any entity or individual associated with Mr. Briatore</p></blockquote>
<p>So not only is he banned from all FIA events, he can no longer even manage drivers.  The WMSC have cast him out of the FIA paradise, utterly.</p>
<p>Pat Symonds gets it a little easier, but not much.  Due to him expressing his &#8220;eternal regret and shame” that he participated in the conspiracy, he gets a 5 year ban.</p>
<p>Fernando Alonso was cleared of any knowledge of the plot.</p>
<p>After the judgement, Renault F1 Team president Bernard Rey issued the following statement:</p>

We apologize unreservedly to the F1 community in relation to this unacceptable behaviour. We sincerely hope that we can soon put this matter behind us and focus constructively on the future.</p></blockquote>
<p>And what of Nelson Piquet Jr?  In a <a href="http://www.npiquet.com/news.asp?NewsID=340" >statement on his blog</a> he said:</p>
<blockquote  style="background:#F4F5F7 url(http://www.f1buzz.net/wp-content/themes/inove/img/blockquote.gif) 3px 3px no-repeat; border:1px dashed #CCC; padding:8px 12px 8px 36px; margin:5px 0;background:#F4F5F7 url(http://www.f1buzz.net/wp-content/themes/inove/img/blockquote.gif) 3px 3px no-repeat; border:1px dashed #CCC; padding:8px 12px 8px 36px; margin:5px 0;"><p>I bitterly regret my actions to follow the orders I was given. I wish every day that I had not done it.</p>
<p>Mr Briatore was my manager as well as the team boss, he had my future in his hands but he cared nothing for it. By the time of the Singapore GP he had isolated me and driven me to the lowest point I had ever reached in my life.</p></blockquote>
<p>I feel sorry for Piquet.  Obviously he should have refused to crash his car but he was clearly under intense pressure and it didn&#8217;t help that his team boss and his manager was a total ass-hat.</p>
<p>Who knows what will happen to him now?  He has immunity from the FIA so in theory he could race again, something he clearly wants to do:</p>

What has not changed is my love for Formula One and hunger to race again. I realise that I have to start my career from zero. I can only hope that a team will recognise how badly I was stifled at Renault and give me an opportunity to show what I promised in my career in F3 and GP2. What can be assured is that there will be no driver in Formula One as determined as me to prove myself.</p></blockquote>
<p>The trouble is, there are so many talented drivers and so few seats in Formula One that if you screw up just once, that&#8217;s it.</p>

<ul>
<li>There will be no breakaway championship.</li>
<li>There will be no new rules.</li>
<li>The FIA will remain the sport&#8217;s governing body.</li>
<li>A new Concorde Agreement will be signed that will commit the teams until 2012.</li>
<li>The teams will have two years to reduce costs to 1990s levels.</li>
<li>Max Mosley will not stand for re-election in October.</li>
</ul>
<p>Basically, <acronym title="Formula One Teams Association" >FOTA</acronym> won the war &#8211; or at least the battle.</p>
<p>Following the World Motor Sport Council meeting in Paris on Wednesday the FIA have published a <a href="http://www.fia.com/en-GB/mediacentre/pressreleases/wmsc/2009/Pages/wmsc_240609.aspx" >press release</a> listing the 13 teams that will take part in the 2010 FIA Formula One World Championship.  They are the same as before, except that this time there are no conditional entries.</p>
<p>Interestingly, Brawn and the two Red Bull teams still show their engine suppliers as &#8216;TBA&#8217;.</p>

<p>All currently competing teams have committed to the FIA Formula One World Championship.</p>
<p>There will be no alternative series or championship and the rules for 2010 onwards will be the 2009 regulations as well as further regulations agreed prior to 29 April 2009.</p>
<p>As part of this agreement, the teams will, within two years, reduce the costs of competing in the championship to the level of the early 1990s. The manufacturer teams have agreed to assist the new entries for 2010 by providing technical assistance.</p>
<p>The manufacturer teams have further agreed to the permanent and continuing role of the FIA as the sport’s governing body. They have also committed to the commercial arrangements for the FIA Formula One World Championship until 2012 and have agreed to renegotiate and extend this contract before the end of that period.</p>
<p>All teams will adhere to an upgraded version of the governance provisions of the 1998 Concorde Agreement.</p>
<p>The following teams have been accepted for the 2010 FIA Formula One World Championship.</p>

			<content:encoded><![CDATA[<p><img hspace="10"  align="right"  class="alignright size-medium wp-image-156"  title="Max Mosley"  src="http://www.f1buzz.net/wp-content/uploads/2009/01/mosley-300x207.jpg"  alt="Max Mosley"  width="300"  height="207"   style="float:right; text-align:right; margin-left:10px;"/>Common sense seems to have finally prevailed.  It is being <a href="http://news.bbc.co.uk/sport1/hi/motorsport/formula_one/8116756.stm" >reported</a> that an agreement has been reached between <acronym title="Formula One Teams Association" >FOTA</acronym>, who had threatened to form a breakaway championship, and the FIA, who had threatened to sue them if they did.</p>
<p>Apparently Bernie Ecclestone, the F1 commercial rights holder, and Luca di Montezemolo, the FOTA chairman, held a series of meetings last night and this morning before today&#8217;s World Motor Sport Council meeting in Paris.  These culminated in an agreement by the FOTA teams to not start a breakaway series and by FIA president, Max Mosley, to not stand for re-election in October.</p>
<p>After an initially hostile response to the FOTA breakaway announcement last Friday, where Mosley threatened to take legal action against the teams, he seemed to soften his stance during the British Grand Prix weekend when he realised FOTA wasn&#8217;t bluffing.  The signs in the grandstands supporting FOTA and calling for him and Bernie to go couldn&#8217;t have helped either.</p>
<p>There was a brief flash of defiance from Max on Tuesday when a letter he wrote to FIA member clubs was leaked:</p>
<blockquote  style="background:#F4F5F7 url(http://www.f1buzz.net/wp-content/themes/inove/img/blockquote.gif) 3px 3px no-repeat; border:1px dashed #CCC; padding:8px 12px 8px 36px; margin:5px 0;background:#F4F5F7 url(http://www.f1buzz.net/wp-content/themes/inove/img/blockquote.gif) 3px 3px no-repeat; border:1px dashed #CCC; padding:8px 12px 8px 36px; margin:5px 0;"><p>This is an attack on the FIA&#8217;s right to regulate its Formula One World Championship but, worse, it is a wholly unjustified criticism of and direct challenge to the entire structure and purpose of the FIA.</p>
<p>No president of the FIA could allow this to go unanswered. I have therefore responded on your behalf (see attachments). We are also preparing legal proceedings in case these are needed to protect the FIA&#8217;s rights in its Championship and to discourage any dissident Formula One team from engaging in illegal acts.</p></blockquote>
<p>In it, he also hinted he would stand for re-election again in October:</p>

<p>Now it seems he will stand down as FIA president as originally planned.  Mosley is quoted by the BBC as saying:</p>

We have agreed to a reduction of costs. There will be one F1 championship but the objective is to get back to the spending levels of the early 90s within two years.</p>
<p>I will not be up for re-election, now we have peace.</p></blockquote>
<p>Frankly, I&#8217;m a bit surprised.  Of course, a split would have been the worst of all possible outcomes but the way FOTA were talking it was starting to seem like a breakaway was inevitable.  I suppose that&#8217;s why Max eventually caved.</p>
<p>It is obvious that Bernie Ecclestone played a central role in this outcome.  As he said:</p>

<p>After a four hour meeting at the Renault factory in Enstone, the eight <acronym title="Formula One Teams Association" >FOTA</acronym> teams (BMW-Sauber, BrawnGP, Scuderia Ferrari, McLaren-Mercedes, Red Bull Racing, Renault, Scuderia Toro Rosso, Toyota) have decided that they are unwilling to sign up unconditionally to the 2010 FIA Formula One World Championhip and therefore have no choice but to begin planning their own breakaway series.</p>
<p>Here is the full <a href="http://www.teamsassociation.org/press-release/2009-06-19/press-release" >statement</a>:</p>

<p>Silverstone, 18 June 2009 &#8211; Since the formation of FOTA last September the teams have worked together and sought to engage the FIA and commercial rights holder, to develop and improve the sport.</p>
<p>Unprecedented worldwide financial turmoil has inevitably placed great challenges before the F1 community.  FOTA is proud that it has achieved the most substantial measures to reduce costs in the history of our sport.</p>
<p>In particular the manufacturer teams have provided assistance to the independent teams, a number of which would probably not be in the sport today without the FOTA initiatives.  The FOTA teams have further agreed upon a substantial voluntary cost reduction that provides a sustainable model for the future.</p>
<p>Following these efforts all the teams have confirmed to the FIA and the commercial rights holder that they are willing to commit until the end of 2012.</p>
<p>The FIA and the commercial rights holder have campaigned to divide FOTA.</p>
<p>The wishes of the majority of the teams are ignored. Furthermore, tens of millions of dollars have been withheld from many teams by the commercial rights holder, going back as far as 2006. Despite this and the uncompromising environment, FOTA has genuinely sought compromise.</p>
<p>It has become clear however, that the teams cannot continue to compromise on the fundamental values of the sport and have declined to alter their original conditional entries to the 2010 World Championship.</p>
<p>These teams therefore have no alternative other than to commence the preparation for a new Championship which reflects the values of its participants and partners.  This series will have transparent governance, one set of regulations, encourage more entrants and listen to the wishes of the fans, including offering lower prices for spectators worldwide,   partners and other important stakeholders.</p>
<p>The major drivers, stars, brands, sponsors, promoters and companies historically associated with the highest level of motorsport will all feature in this new series.</p></blockquote>

It is only a short press release but it is packed with controversy.</p>
<p>There are 13 teams on the list as the maximum number of cars permitted to enter the 2010 Championship has been increased to 26.  All existing 2009 F1 teams are there along with three new entrants: <a href="http://www.camposracing.com/" >Campos Grand Prix</a>, <a href="http://manormotorsport.mfbiz.com" >Manor Grand Prix</a> and <a href="http://www.usgpe.com/" >Team US F1</a>.</p>
<p>McLaren, BMW, Renault, Toyota and Brawn are listed as conditional entries and are &#8216;invited to lift those conditions following further discussions.&#8217;  The FIA has given these teams a week to drop their conditions.</p>
<p>But more importantly, Ferrari and the two Red Bull teams are <em>not</em> listed as conditional entries which prompted the following response from Maranello:</p>

<p>Maranello, 12th June 2009 &#8211; Following publication of the list of entries for the 2010 Formula One World Championship, which includes Ferrari as an unconditional entrant, Ferrari wishes to state the following:</p>
<p>• Ferrari submitted on 29 May 2009 an entry to the 2010 FIA Formula One World Championship which is subject to certain conditions. As of today, these conditions have not been met;</p>
<p>• notwithstanding this and despite Ferrari&#8217;s previous written notice to the FIA not to do so, the FIA has included Ferrari as a unconditional participant in next year&#8217;s Formula One World Championship. For the avoidance of any doubt, Ferrari reaffirms that it shall not take part in the 2010 FIA Formula One World Championship under the regulations adopted by the FIA in violation of Ferrari&#8217;s rights under a written agreement with the FIA.</p></blockquote>
<p>And this from Red Bull Racing:</p>

<p>Red Bull Racing remains committed to FOTA and fully endorses all its principles.</p></blockquote>
<p>So what now?</p>
<p><em>Autosport</em> <a href="http://www.autosport.com/news/report.php/id/76048" >reports</a> that <acronym title="Formula One Teams Association" >FOTA </acronym>have written to the World Motor Sport Council asking for their support in finding a &#8216;solution that allows long established competitors to continue in their sport within a framework of sound governance and stability that will ensure the future and sustainability of Formula 1&#8242;.</p>
<p>The letter also confirms that the teams are prepared to enter into a binding agreement to race until 2012 and are also willing to &#8216;encourage and assist new entrants to the sport&#8217;.</p>
<p>Why is it that FOTA always seem to make helpful, considered suggestions while Max Mosley and the FIA seem intent on being confrontational and difficult?  The following excerpt from the FOTA letter sums it up nicely:</p>
<blockquote  style="background:#F4F5F7 url(http://www.f1buzz.net/wp-content/themes/inove/img/blockquote.gif) 3px 3px no-repeat; border:1px dashed #CCC; padding:8px 12px 8px 36px; margin:5px 0;background:#F4F5F7 url(http://www.f1buzz.net/wp-content/themes/inove/img/blockquote.gif) 3px 3px no-repeat; border:1px dashed #CCC; padding:8px 12px 8px 36px; margin:5px 0;"><p>Our fundamental wish is to work within a framework of cooperation and dialogue with the Federation to improve Formula 1 and to stop the confrontational and negative approach that has dominated the sport in recent years.</p>
<p>This approach compounded with constant announcements of regulatory changes, resulting from the unstable governance process that exists, has unfortunately created a situation of confusion and uncertainty among the public and sponsors. This situation is adversely affecting the business of both the teams and the organisers</p></blockquote>

<p>Commissioned by McLaren partner Mobil 1, the painting will be unveiled at the British Grand Prix next weekend.</p>
<p>Apparently next week is <a href="http://www.checkyouroil.co.uk/" >National Oil Check Week</a> and Mobil will be running a <a href="http://www.mobil-1.co.uk/cms/Win_Lewis_Oil_Portrait.aspx" >competition</a> where you can win one of 50 limited edition prints of the portrait.</p>
<p>Macaluso has been working with used motor oil for some time and has even painted a <a href="http://www.davidmacaluso.com/gall_obama.php" >series of portraits of Barack Obama</a>.</p>
<p>Apparently the Mobil 1 oil was &#8216;extremely smooth and very particle-rich&#8217;, making for a  &#8216;great painting medium&#8217;:</p>

When people look at my portrait of Lewis Hamilton, I want them to know it contains the Mobil 1 that circulated inside his Mercedes-Benz engine.</p></blockquote>

<p>Another McLaren partner has also been busy making automotive art.</p>
<p>Ever wondered what would happen if Lewis Hamilton&#8217;s Vodafone McLaren Mercedes Formula 1 car was driven through 1,200 liters of paint?  <a href="http://www.akzonobel.com/news/pressreleases/2009/the_mark_of_a_champion.aspx" >AkzoNobel has</a>.</p>
<p>After months of planning, Hamilton&#8217;s MP4-24 was driven through pools of red and silver paint.  Unsurprisingly this resulted in paint being sprayed everywhere with the splashes captured on two 50 square metre canvases.</p>
<p>I&#8217;m not sure the results are as impressive as Macaluso&#8217;s portrait but take a look at the making of video below and see what you think.</p>

<p>Ferrari and some other teams had previously threatened to pull out of Formula One if the new regulations were not changed.  On Monday Williams lodged their 2010 application, and in so doing were <a href="http://www.f1buzz.net/2009/05/28/williams-suspended-from-teams-association/" >suspended from <acronym title="Formula One Teams Association" >FOTA</acronym></a>.</p>
<p>It seems the outcome of negotiations between FOTA and the FIA is that the current 2009 rules will continue in return for the teams signing a new Concorde Agreement to commit to racing until 2012.</p>
<p>In a <a href="http://www.teamsassociation.org/press-release/2009-05-29/press-release" >press release</a> on the FOTA website, the Teams Association said:</p>

<p>FOTA confirms all its Members&#8217; long-term commitment to be involved in the FIA Formula One World Championship and has unanimously agreed further and significant actions to substantially reduce the costs of competing in the Championship in the next three years, creating a mechanism that will preserve the technological competition and the sporting challenge and, at the same time, facilitate the entry in the F1 Championship for new Teams. These measures are in line with what has been already decided in 2009 within FOTA, achieving important savings on engines and gearboxes.</p>
<p>All FOTA teams have entered the 2010 championship on the basis that:</p>
<p>1)    The Concorde Agreement is signed by all parties before 12th June 2009, after which all FOTA teams will commit to competing in Formula One until 2012. The renewal of the Concorde Agreement will provide security for the future of the sport by binding all parties in a formal relationship that will ensure stability via sound governance.</p>
<p>2)    The basis of the 2010 regulations will be the current 2009 regulations, amended in accordance with proposals that FOTA has submitted to the FIA.</p>
<p>All FOTA teams&#8217; entries for the 2010 FIA Formula One World Championship have been submitted today on the understanding that (a) all FOTA teams will be permitted to compete during the 2010 Formula One Season on an identical regulatory basis and (b) that they may only be accepted as a whole.</p>
<p>All FOTA teams now look forward with optimism to collaborating proactively and productively with the FIA, with a view to establishing a solid foundation on which the future of a healthy and successful Formula One can be built, providing lasting stability and sound governance.</p></blockquote>

<p>Ferrari had objected to the introduction of a voluntary £40m budget cap that could produce a two-tier championship, where those teams opting for the cap would receive greater technical freedom.</p>
<p>The Tribunal de Grande Instance in Paris found that the FIA did not have to get the Scuderia&#8217;s permission to change the rules and that &#8220;there is no risk of any imminent damage which should be prevented or obviously illegal trouble which should be stopped&#8221;.</p>
<p>So in the lead up to the most prestigious race on the Formula One calendar, once again the exciting on-track action is overshadowed by the off-track politics.  But what do the drivers think?</p>
<p>Fernando Alonso:</p>

<p>For me, it is strange no one sat down and thought how much we are damaging the sport, how much damage the sport has had in the last two months.  To have those three or four new teams and to lose seven of the big manufacturers, I cannot understand, and not just losing the seven manufacturers, but losing the 10 best drivers in the world.  F1 would not be interesting.</p></blockquote>
<p>Kimi Raikkonen:</p>

<p>If Ferrari is not in F1 nor any other big team like BMW or McLaren, it is not good for F1.  They are the teams that make F1 and if you change the teams for other teams, new teams that come from GP2 or somewhere else, then it is not the same any more.</p></blockquote>
<p>Felipe Massa:</p>

<p>People can say whatever they want, but if you lose Ferrari, F1 won&#8217;t be the same.</p></blockquote>
<p>Mark Webber:</p>

<p>I hope the sport is in reasonable shape next year in terms of teams competing.  There&#8217;s a lot of water to go under the bridge yet and some serious egos involved, so we&#8217;ll see.</p>
<p>They [Ferrari] are F1.  The red car has to be on the Formula 1 grid.</p></blockquote>
<p>Sebastian Vettel:</p>

Formula 1 is the best platform to race on and we want the sport to continue, but it&#8217;s always difficult when it comes to making new rules.</p></blockquote>
<p>Robert Kubica is trying to stay detached:</p>

<p>As you might expect, it&#8217;s hard to curb Jenson Button&#8217;s enthusiasm for Formula One these days.  He thinks the racing will make up for the politics:</p>
